Safa Ali oglu Aliyev was born in 1965 in the village of Khanaga, Julfa region. In 1972, he entered  the first grade of Khanaga village secondary school and graduated from that school in 1982. He entered the physics-mathematics faculty of the Nakhchivan State Pedagogical Institute. After finishing the first course, he was called up for military service in 1983, after finishing the military service in 1985,  he continued his higher education from the 2nd course of the Nakhchivan Pedagogical Institute. In 1989, he graduated from the Institute and worked as a teacher in the Khanaga village secondary school of Julfa district. Since 2005, he has been working as a teacher in the secondary school named after Heydar Aliyev in Nakhchivan. Since 2014, he has been working as a teacher at "Nakhchivan" University. He is the member of the New Azerbaijan Party. Since 2019, he has been working as the head of the Mathematics and Information Chair of Nakhchivan University. He is married and has 2 children.
