Rza Ibrahim oglu Mammadov was born in 1989 in Nakhchivan city. In 1995, he got his primary education at full secondary school number 15 named after M. A. Seyidov, Nakhchivan city, and finished in 2006. He studied Economics at faculty of ‘Economics and management’ in Anatolian University of the Republic of Turkiye between 2007 and 2010. He was in active service from 2010 to 2011. In 2011 he got master’s degree on State and Municipal Administration at Nakhchivan State University and he graduated it with honors in 2014. In 2011-2013, he worked as an accountant of the Nakhchivan Autonomous Republic Regional Department of the State Examination Center. In 2014, he started his doctoral studies at the "Educational Sciences" Institute of Eskisehir Osmangazi University of the Republic of Turkiye, majoring in "Management, inspection, planning and economics of education", and in 2018 he defended his dissertation entitled "Econometric analysis of education standard, education finance and economic development" At the age of 29, he was awarded the scientific degree of Doctor of Philosophy. Between 2014 and 2018, he successfully performed the position of "Chairman of the Supervision and Inspection Commission" of the Association of Eskisehir Azerbaijanis, an official organization of the Diaspora Committee of the Republic of Azerbaijan. Since 2017, he has started scientific and pedagogical activity as a teacher at the "Education" faculty of the University of Brussels. From 2020, he continued his scientific-pedagogical activity as a teacher of the "Municipality and Tourism" department of Nakhchivan State University, and from 2022 as an associate professor of that department. Between 2020 and 2023, he worked as the head of the Science and Innovations Department of Nakhchivan State University. In 2020, he was awarded by the Diaspora Committee of the Republic of Azerbaijan for his activities in the field of "delivering the truths of Azerbaijan to the world community".

Rza Mammadov, a young scientist, was included in the list of the first 1000 scientists of Azerbaijan in 2022 by the National H-index Ranking international organization and was elected the chairman of the board of the Association of Education Administrators of the Republic of Azerbaijan in the same year. Currently, he is providing scientific guidance to doctoral students in the direction of training of scientific-level personnel both in Azerbaijan and Kazakhstan. From July 3, 2023, he was appointed to the position of Vice-Rector for International Relations and Strategic Development of "Nakhchivan" University. He is the author and co-author of more than 10 books, as well as the author of more than 15 scientific articles published in high-impact journals and speeches at more than 20 national and international scientific events.
