Rugiyya Huseyn gizi Karimova was born on January 14, 1990 in Nakhchivan city, she received her primary education in 1996-2007 at secondary school number 11. In 2008-2012, she graduated from Nakhchivan Private University with a degree in foreign (English) language teaching. In 2012, she successfully completed the English language course "Translation of Official Documents" operating at Nakhchivan Private University and was authorized to translate documents to be certified by the State Notary.

In 2016-2018, she graduated from Nakhchivan State University with a master's degree in English (linguistics). Since 2018, she has been working as a teacher of the Department of Foreign Languages ​​of the Faculty of Foreign Languages ​​of "Nakhchivan" University, and since 2020, she has been working as the head teacher of that department. In the same year, she has been a doctoral candidate in German languages at Nakhchivan University. Since 2021, she has been working as the head of the Quality Assurance Center. She was entrusted with the position of head of International Relations Office at “Nakhchivan” University since May 2023.

She is the author of a number of scientific articles, theses and subject programs.
