Museyib Baba oglu Babayev was born in 1949 in the village of Karabaglar, Sharur region.  In 1956-1966, he studied at Karabakhlar village secondary school.  In 1966, he entered the Azerbaijan Institute of National Economy named after D. Bunyadzade, and graduated from that institute in 1971. In 1969, he worked as a worker in the Baku Metro, and in 1971-1995, he worked in various positions in the Sharur District Consumer Society. He finished his military service in 1972-1973.  From 1995 to 1999, he worked as a director in the Pension Fund of Sharur region. From 2003 to 2009, he worked as the secretary of District No.2 Election Commission, from 2009 to 2014 in the private sector. Since October 2014, he has been working as a dormitory manager at "Nakhchivan" University.
