Mehman Sarkhan oglu Shabanov was born in Khachmaz district on October 22, 1976. He received secondary education in 1983-1994. In 1999, he graduated from Nakhchivan State University on bachelor degree of "History" and master degree of "New and the newest history of Azerbaijan" in 2003.

In 2006-2012, he became a doctoral student at the "History of Azerbaijan" department of Nakhchivan State University and defended his thesis to receive the scientific name of Doctor of Philosophy for History on the topic "Activity of Heydar Aliyev in the field of ensuring the territorial integrity of Azerbaijan" on October 27, 2012.

Mehman Shabanov worked as a researcher at the Heydar Aliyev Museum in Nakhchivan from 2002 to 2006, dispatcher at the Educational department of Nakhchivan Private University on September 2006, Head of the Educational department on April 2007, at the same time, teacher at the Department of Humanities and Tutor (academic advisor) at the Faculty of Pedagogy from June 2012 to 2015. At the moment he has been working as the head of the Department of General History since September 1, 2016.

In 2007-2012, he was the chairman of the first territorial party organization of New Azerbaijan Party at Nakhchivan Private University.

He is the chairman of precinct No.13 of electoral district No.4 of Nakhchivan city.

In 2015-2020, he was the founder of the Nakhchivan news website and has been a member of the Azerbaijan Journalists' Union since 2015.

Mehman Shabanov is the author of 2 monographs, about 30 scientific articles.  He has been the official opponent of 3 young scientists in the Dissertation Council of Nakhchivan Department of ANAS. He speeched at conferences of different foreign countries and republic and has various diplomas and certificates.

He is married and has 3 children.
