Mahmudov Jeyhun Ilham oglu was born in an intellectual family in Nakhchivan city of the Nakhchivan Autonomous Republic on August 11, 1975. Jeyhun Ilham oghlu Mahmudov who graduated from high school with a gold medal graduated from Nakhchivan State University with an honors degree the profession "Production and Management of Economics " in 1991-1996.

Jeyhun Ilham oglu Mahmudov worked as a teacher at Nakhchivan Polytechnic Institute in 1996-2000, then continued his teaching activities at Nakhchivan State University (from April 12, 2000) and continuing at "Nakhchivan" University (from November 1, 2000) works at both universities at the current.

Jeyhun Ilham oglu Mahmudov became a doctoral student at the departament of "Economics and Regulation" at Nakhchivan State University on January 5, 2001. He defended his candidacy dissertation named 08.00.05. - "The role of entrepreneurship in the formation and development of the regional market  (on the example of the Nakhchivan Autonomous Republic)" on "Economics and management of the national economy" at Azerbaijan State University of Economics on January 30, 2004 and received the degree of Candidate of Economic Sciences.

Jeyhun Ilham oglu Mahmudov worked as the chairman of the Trade Union Committee at the "Economics and Law" faculty in 2001-2004, the deputy dean for educational affairs at the "Economics" faculty in 2004-2005, the dean of the "Economics" faculty of Nakhchivan University in 2005-2016, the head of the "World Economy and Management" department of Nakhchivan State University in 2016-2021 and the head of the "Economics and Marketing" department in 2021-2023. Jeyhun Ilham oglu Mahmudov has been working as the dean of the Faculty of Economics of Nakhchivan University since July 6, 2023. Jeyhun Ilham oglu Mahmudov is an associate professor of the "Economics" department of "Nakhchivan" University (July 20, 2011, Order No.38).

Jeyhun Ilham oglu Mahmudov is the author of 7 textbooks, 2 monographs, 2 methodological materials, 23 subject programs and 94 scientific articles.

He is married and has 3 children.
